To implement decisions and arrangements made at the State Council executive meetings on supporting equipment upgrading in the vulnerable parts of economic and social development, expand real demand in the manufacturing and service sectors and boost market confidence, the People’s Bank of China (PBC) established a central bank lending facility for equipment upgrading. It is exclusively used to support financial institutions in granting loans at rates of no higher than 3.2 percent to the manufacturing and social service sectors, micro, small, and medium-sized enterprises (MSMEs) and self-employed businesses for them to upgrade equipment. With a quota of over RMB200 billion, the facility carries an interest rate of 1.75 percent and matures in one year, which could be rolled over twice, each time by one year. It aims to support equipment purchase and upgrading in ten fields, namely, education, health, culture, tourism and sports, vocational training, electric vehicle charging, building of urban underground utility tunnels, development of new types of infrastructures, digitalization of industries, upgradings aimed at reducing energy consumption and carbon emissions in key sectors, and recycling of used household appliances.
